Bill joined GTS in 2009 following 27 years at PG&E where he held leadership positions in engineering, electric operations, construction, maintenance, service planning, customer service, marketing, government and community relations, and support services. He has broad experience developing and implementing strategic objectives to maximize business results while enhancing organizational effectiveness and commitment.
Major accomplishments:
- Drove all efforts associated with the optimization of electric transmission and distribution operations functions.
- Developed a consolidation plan to reduce 32 network operations centers into four large network centers, including work process redesign, staffing strategy, labor negotiations strategy, facility design, operations information technology transformation strategy, change management strategy, and all deployment strategies.
- Managed 24x7 organization of 350 employees (80percent bargaining unit) engaged in monitoring, controlling, and operating the electric distribution and transmission systems serving over 5 million customers.
- Developed strategic plans to improve electric reliability, electric preventive maintenance program, asset management, and cost effectiveness of system designs.
- Directed the development of PG&E’s annual electric emergency response plans which included process descriptions, preparedness training, ongoing monitoring, and performance measurement.
- Developed procedures and technical standards used by more than 2,500 electrical workers to ensure the safe and efficient operation of the transmission and distribution systems.
- Established an internal Quality Improvement Department responsible for leading, supporting, and building commitment for a Performance Driven Change Process, which included identifying Customer Energy Services Business Unit core processes, developing process-centered performance measures and key business indicators, and creating a Quality Improvement Process Analysis Handbook.
- Established an internal Operations Control Department responsible for reviewing the effectiveness of management control systems to ensure compliance with legal and regulatory requirements and instituted a new structure of governance and interpretation of Corporate Policies and Standard Practices.
- Lead multi-party (PG&E, California Public Utility Commission, California Utility Employees Association, and The Utility Reform Network) litigation settlement negotiations, and sponsored testimony, to resolve issues related to storm response and electric reliability performance.
Bill holds a Bachelor of Science in Electrical Engineering from the University of Illinois.
