Senior Partner and Natural Gas Utility Consulting Practice Leader

With 30 years of experience in the design, construction, maintenance, and operation of gas transmission and distributions systems, Bob is recognized as a gas utility industry expert in best practice benchmarking and in developing and implementing gas utility engineering, maintenance and operation compliance standards.

Major accomplishments:

 

  • Developed and now manages the applicant design preparation of gas utility distribution systems that ultimately connect up to 6,000 new gas services annually for GTS.
  • Managed the preparation of gas and electric new business system designs and joint trench composites for customers utilizing applicant design options.
  • Provided gas and electric utility new business connection consulting services to developers and other applicant design firms.
  • Managed and supervised the construction, maintenance, and operation of gas transmission, distribution and production systems, and the construction and maintenance of electric distribution systems.
  • Directed PG&E’s gas and electric customer connection program, resulting in more than 140,000 new connections at a cost of more than $300 million annually, bringing much-needed industry clarification to the PG&E joint trench standards and practices.
  • Director/Manager of Gas Distribution and Technical Services, in which role Bob was responsible for gas distribution dependability and design, and maintenance and operation compliance standards and practices.
  • Chairman of the American Gas Association (AGA) Best Practices Benchmarking Program that identified cost-effective methods for engineering, construction, maintenance and operation of natural gas distribution systems.
  • Recognized as a gas utility expert in maintenance and operation compliance and practices during regulatory proceedings by the California Public Utilities Commission, providing written testimony and participating as an expert witness.
  • Developed and implemented a cross-utility (communication, gas, electric and wet utilities) emergency response plan and training as the California State Gas Engineer for the California Utility Emergency Association, which is part of the California Office of Emergency Services.
  • As the responsible Director for gas utility compliance with DOT and CPUC regulatory requirements, successfully developed and implemented construction, operation and maintenance practices and procedures to ensure full compliance.

Bob received an MBA from CSU, Fresno and a BS-ME from Loyola Marymount University, Los Angeles. He is also a registered professional mechanical engineer in California.
