Private 7.5-mile Pipeline through Rugged Terrain
Project Description
The project consisted of 6.7 miles of 4-inch pipe operating at an MAOP of 975 psig, a plastic distribution system, and 4-meter sets. The pipeline and distribution system serves a casino, a 300-room hotel, a 2-megawatt cogeneration facility, and several other facilities associated with the resort.
GTS Involvement
GTS demonstrated that constructing and owning the pipeline was 30 percent less expensive than the utility option by eliminating the Federal Income Tax Cost Contribution (ITCC) requirements and the utility’s “Special Facilities” charge. Additionally, GTS’ schedule was a full calendar year shorter than that proposed by the serving utility. GTS provided an Engineer, Procure and Construction Management (EPCM) approach to the project. GTS maintained the project schedule and facilitated the project team consisting of GTS sub-contractors and owner-provided team members. GTS prepared the project design and construction drawings. The project was shown to four bidders that were pre-qualified by GTS. GTS evaluated the bids and made recommendation for award by the owner. GTS managed the project through construction, provided as built drawings, commissioned the pipeline, prepared operating and maintenance instructions, and provided training.
