Project Description
The Mather Distribution Feeder Main (DFM) project consists of approximately 23,100 feet of 12-inch-diameter steel pipe and a dual-run district regulator station. This project is necessary to provide additional gas supply to the South Sacramento Area. The pipeline placement is adjacent to Mather Field which is an operating airport and former US Air Force Base in Sacramento County, California. The project required permitting from 12 separate agencies, including the Bureau of Reclamation, Army Corp of Engineers, Sacramento County Airport Systems, Air Force Real Property Agency and other state and local agencies. The pipeline right of way traversed a vernal pool habitat requiring seasonal work restrictions and extensive environmental monitoring. A unique aspect of this project was the soils management plan, which was developed to ensure proper handling of potentially contaminated soils on the former military base. The pipeline was built in phases to accommodate environmental requirements and construction crew availability.

GTS Involvement
GTS provided engineering and construction coordination support to ensure that the scheduled dates were met. Activities included pipeline engineering, environmental permitting support, developing the soils management plan, supporting the acquisition of temporary land use for construction, preparing project exhibits, developing leadership briefing materials, preforming design and engineering review, and professional stamping of approved drawings. GTS maintained a weekly task list and critical path schedule, and facilitated project team meetings at the project and working levels. GTS was highly active in the permitting process, supporting the project team in developing permitting materials and meeting with the permitting agencies.. In addition to engineering and construction coordination for the project team, GTS acted as the onsite construction manager on a segment of pipeline that was built in August 2009. In this assignment, GTS supported the development of project specifications and contractor submittals, and performed the onsite construction management to identify and resolve construction obstacles to ensure timely completion of the project.
