Indirect Inspection Tools (IIT) PMO
With our large utility clients, GTS is integral in the planning, development, and establishment of a PMO to manage the Pre-Assessment and Indirect Inspection Tool (IIT) survey phases of the ECDA process. By utilizing an IIT PMO, our clients have significantly reduced their time spent on these phases of the ECDA process, giving the digs team significantly more time to perform ECDA digs with a higher likelihood of success to meet compliance deadlines. GTS manages the program schedule to ensure that lightly permitted pipelines are scheduled first while pipelines with more complex permitting are scheduled later in the year. In addition to increasing the probability of regulatory compliance, an IIT PMO benefits clients by standardizing the process, lowering costs, increasing efficiency, increasing the communication and collaboration across all stakeholders, increasing the quality of the documentation and record management, and improving customer satisfaction.
GTS has managed the pre-assessment and IIT survey work for hundreds of miles of pipeline and successfully decreased the time from the start of the process to an issued dig sheet from over 500 days to less than 150 days. With this process improvement, GTS has helped its clients meet their compliance dates and lower their pre-assessment and IIT survey costs by millions of dollars per year.
The IIT PMO Team consists of functional teams such as Project Management, Land Management, Environmental, permitting (Federal, State, and Local), Government Relations, Customer Relations, Construction Management, Inspection, NDE vendors, Contract Management, Engineering, Integrity Management, and additional resources as required. GTS personnel provide project management of individual projects, development of permit drawings, coordination of permits, and in-field support during the survey. GTS has developed a detailed pre-mob checklist to avoid common mistakes like failing to notify the city inspector or working in areas with moratoriums. With standardization and process improvement, GTS has helped its clients lower their costs for this phase of the ECDA process by millions of dollars.
